Up until around 4 p.m. Tuesday, the Senate still only had 99 members. That changed when the president of the Senate, Vice President Mike Pence, administered the oath of office for Florida Republican Rick Scott, bringing the chamber up to its customary 100.
Scott, who defeated Democrat Bill Nelson, was not sworn in with his fellow freshman colleagues last week, because he was finishing up his term as Florida governor before heading to Washington.
