Senate Majority Leader Mitch McConnell and Minority Leader Charles E. Schumer opened up debate on the Senate floor Thursday, defending each party’s proposal to reopen the federal government. Each leader argued that their way was the only way forward ahead of the first votes in the Senate to reopen the government since the shutdown began.
