The Capitol is “a lot like high school,” Sen. Thom Tillis once observed.

This week, as members rode electric scooters through the halls, lined up single file on the House floor, geared up for the big game and had a “food fight” on debate team, Congress may as well have been in high school. Someone in D.C. even took bagpipe lessons.
