What the heck is franking and why did Dan Newhouse get a wrestling belt for it?

How do you make franking (member-directed taxpayer-funded mass mailing) fun? Make it a competition where the prize is an enormous championship wrestling belt. House GOP lawmakers held a franking “contest” to see who could increase their outreach to constituents the most. Rep Rodney Davis, proud owner of an enormous wrestling belt, presented the winner Rep. Dan Newhouse with a wrestling belt of his own. Newhouse credited his communications director, Elizabeth Daniels, with much of their success.
