Senate leaders hope to break a weeks-long stalemate by pushing long-delayed spending bills to the floor for votes this week. But the effort will test the ability of the two parties to cooperate when a funding dispute over a border wall still rages, as senior budget reporter Paul M. Krawzak explains.
