Negotiations over both emergency war funds and fiscal 2024 appropriations are proceeding at a snail’s pace with little time left before the scheduled Christmas recess. CQ Roll Call’s David Lerman, Aidan Quigley and John M. Donnelly discuss the state of play, as well as how much defense money is appropriated without any request from the Pentagon.
