The House adopted its rules package for the 117th Congress on Monday. The rules remove fiscal constraints on deficit-increasing legislation as long as it is related to the COVID-19 response or climate change. CQ Roll Call’s David Lerman and Jennifer Shutt discuss what the rules change means and the rift it exposes between moderate and progressive Democrats.
