Robert Cousins has been hired as policy director for the House Rules Committee majority staff. Cousins currently serves as legislative director and rules associate to Rep. Pete Sessions, R-Texas.

Rebecca Mark has been hired as manager of government affairs at Microsoft’s D.C. office. Mark was the lead media contact at public affairs firm Glen Echo Group. She also has worked as an adviser to Rep. Kevin Brady, R-Texas. She also served as an adviser to Rep. Candice S. Miller, R-Mich. She was an online communications adviser in the 2010 election cycle at the National Republican Congressional Committee. She was on the content marketing and sales teams at MySpace.

John Ramsay has been named acting director of the division of trading and markets at the Securities and Exchange Commission. Ramsay was deputy director for the division. He also has served as counsel to then-SEC Commissioner Mary L. Schapiro. He has worked at the Commodity Futures Trading Commission and the National Association of Securities Dealers. He was a partner at Morgan Lewis and Bockius. He worked as senior vice president at the Bond Market Association. He also was managing director and deputy general counsel at Citigroup Global Markets.

Lona Nallengara has been named acting director of the division of corporation finance at the SEC. He was deputy director for legal and regulatory policy in the division. He also has worked as a partner at Shearman & Sterling in its capital markets practice group.

Michael A. Andrews has been hired as senior counsel in the government advocacy and public policy practice at King & Spalding in Washington, D.C. Andrews was a member of Congress between 1983 and 1995. He is a member of the Council on Foreign Relations.

The following people have been promoted at Jones Day:

Jacqueline M. Holmes has been promoted to partner. Holmes was of counsel in the issues & appeals practice.

Kenneth J. Nunnenkamp has been promoted to partner. Nunnenkamp was of counsel in the government regulation practice. He has worked as counsel at law and lobbying firm Patton Boggs and as of counsel at law and lobbying firm Reed Smith. He also has worked as an associate at Finnegan, Henderson, Farabow, Garrett & Dunner.

Douglas H. Pearson has been promoted to partner. Pearson was an associate in the intellectual property practice. He has worked as an associate/law clerk for Burns, Doane, Swecker & Mathis. He also has worked at the Naval Research Laboratory as a physicist, a National Research Council associate and an Office of Naval Research postdoctoral fellow.

Grant H. Willis has been promoted to partner. Willis was an associate in the government regulation practice. He has worked as a law clerk for Judge Francis M. Allegra of the U.S. Court of Federal Claims.
