Karen Billups has been promoted to staff director for the Republican staff of the Senate Energy and Natural Resources Committee. Billups was chief counsel. She also served as counsel and senior counsel. She also worked as a lobbyist for Entergy.

Pat McCormick has been promoted to chief counsel for the Republican staff of the Senate Energy and Natural Resources Committee. He was special counsel. He also has worked as a partner and leader of the regulated markets and energy infrastructure practice at Hunton & Williams.

Jane B. DeMarchi has been named vice president of government affairs for the American Seed Trade Association. She was director of government affairs for research and technology at the National Association of Wheat Growers. DeMarchi also has served as director of government affairs at the North American Millers’ Association.

Denis Fleming Jr. has been hired as vice president of government relations at Almost Family Inc. He was chief of staff to former Rep. Ben Chandler, D-Ky. He served as chief deputy attorney general of Kentucky. He was general counsel and deputy secretary of the governor’s cabinet under Kentucky Gov. Paul E. Patton.

Dan Elwell has been hired as senior vice president of safety, security and operations at trade group Airlines for America. Elwell was vice president of civil aviation at trade group the Aerospace Industries Association. He has worked as assistant administrator for aviation policy, planning and environment at the Federal Aviation Administration. He also has worked as managing director of international and government affairs at American Airlines. Elwell retired from the Air Force with the rank of lieutenant colonel.

Matt Walker has been named vice president of government affairs at the National Restaurant Association, a trade group. Walker was deputy staff director and chief counsel for the Republican staff of the Senate Small Business and Entrepreneurship Committee. He has worked as an attorney at Pierce Atwood. He also has worked as a senior aide to former Sen. Olympia J. Snowe, R-Maine.

Jeff Brooks has been named as a member of the executive committee at law and lobbying firm Adams and Reese. Brooks is partner in charge of the Washington office and is a member of the firm’s government relations practice. He has worked as chief counsel and director of special projects for former Rep. Richard H. Baker, R-La.

Duke K. McCall III has been elected as a partner at law and lobbying firm Bingham McCutchen. McCall is a member in the environmental, land use and natural resources group.
