Holly Woodruff Lyons has been appointed staff director for the House Transportation and Infratructure’s aviation subcommittee. She was a member of the subcommittee staff.
Dan Mathews has been appointed staff director for the House Transportation and Infrastrucutre’s economic development, public buildings and emergency management subcommittee. He also has served as senior staff on the Select Committee to Investifate the Preparation for and Response to Hurricane Katrina. He has also worked as a senior staff member on the Rules Committee. He also was assistant deputy commissioner for the Texas Department of Health.
Mark Eckenwiler has been hired as senior counsel in the privacy and security practice at Perkins Coie. Eckenwiler was associate director for technology in the office of enforcement operations in the Justice Department’s criminal division. He also has worked as deputy chief in Department’s computer crime and intellectual property section.
Jim Hearn has been named budget director of the Public Company Accounting Oversight Board. He was director for federal programs and budget process for the Senate Budget Committee. He also has served as deputy staff director and senior analyst for government finance and management. He was a principal analyst at the Congressional Budget Office. He also has served as vice chairman of the board of directors of the International Model United Nations Association.
Pat Heck has been hired as a partner at Capitol Tax Partners. Heck was a partner at K&L Gates. He also has served as chief tax counsel on the Senate Finance Committee. He was a senior manager at Ernst & Young.
Lakshman Ramamurthy has been hired as director of the Food and Drug Administration (FDA) regulatory and policy practice at Avalere Health. Ramamurthy was a senior reviewer and policy adviser in the FDA’s center for devices and radiological health. He has served at the FDA as a congressional specialist in the office of the commissioner. He also has worked as a research and development scientist at GlaxoSmithKline.
Kevin “Kip” Talley has been hired as senior director of federal legislative affairs at the International Premium Cigar & Pipe Retailers, a trade group. Talley was the assistant director of government affairs for the National Rural Letter Carriers’ Association. He has worked at the association as a PAC manager. He also has worked as an intern for former Sen. Arlen Specter, R-Pa.
Donald “Del” Laverdure has been hired as a strategic adviser to the American Indian law and policy practice at law and Akin, Gump, Strauss, Hauer & Feld, a law and lobbying firm. Laverdure was acting assistant secretary, principal deputy assistant secretary and deputy assistant secretary of Indian affairs at the Interior Department. He has worked as chief legal counsel for the Crow Tribe’s executive branch. He also has served as chief appellate judge of the Crow Court of Appeals.
Anthony Capobianco has been promoted to partner in the international trade and investment practice at Hogan Lovells, a law and lobbying firm. Capobianco was an associate. He has also worked as a law clerk in the office of the Air Force general counsel at the Defense Department.
Elizabeth Halpern has been promoted to partner in the health practice at Hogan Lovells. Halpern was counsel. She has also worked at the firm as a law clerk and legal assistant.
