Caroline Rabbitt has been hired as communications director for Rep. Tom Cotton, R-Ark. Rabbitt was deputy press secretary for the House Republican Conference.

The following people have been hired on the Republican staff of the House Financial Services Committee:

Uttam Dhillon has been hired as chief oversight counsel. Dhillon was a partner at Fitzpatrick Hagood Smith & Uhl. He also has worked as director of the office of counternarcotics enforcement at the Homeland Security Department under President George W. Bush. He served as associate deputy attorney general at the Justice Department under Bush. He also has worked as majority chief counsel and deputy staff director of the House Select Committee on Homeland Security. He was senior investigative counsel for the House Government Reform and Oversight Committee. He also was an assistant U.S. attorney for the Central District in California.

Ed Skala has been hired as policy director. Skala was a senior member of the housing and insurance team for the Financial Services Committee. He also served as policy director to Rep. Jeb Hensarling, R-Texas. He also worked as a legislative assistant to former House Majority Leader Dick Armey.

Beth Zorc has been hired as senior counsel for the Financial Institutions and Consumer Credit Subcommittee. Zorc was counsel for the Senate Banking, Housing and Urban Affairs Committee. She also worked as an associate in the financial services practice group at Morrison & Foerster. He worked as a summer law clerk for the Federal Reserve Board. She was a law clerk at Hudson Cook. She worked as director of legal and regulatory affairs at the American Financial Services Association.

Joe Lockhart has been hired as senior adviser at The Glover Park Group. Lockhart was vice president of global communications at Facebook. He also has served as chief spokesman for President Bill Clinton. He worked as deputy press secretary for the Dukakis-Bentsen campaign in 1988. He served as assistant press secretary for the Mondale-Ferraro campaign. He was a regional press coordinator for the Carter-Mondale 1980 campaign, as well.

Luis G. Fortuño has been hired as a partner and member of the corporate, securities and finance group and government affairs and public policy group at Steptoe. Fortuño is the former governor of Puerto Rico. He also has served as president of the Council of State Governments. He was chairman of the Southern Governors Association. He was a partner in the McConnell Valdés law firm. He was a partner in the Correa, Collazo, Herrero, Jimenez & Fortuño.

Jérome Sauvage has been hired as deputy director at the UN Development Program in the Washington representation office. He was U.N. resident coordinator in Pyongyang. He also worked as country director for the program in Pakistan, and deputy country director for the program in India. He served as chief of human resources service centers at the program as well.

Scott Bousum has been hired as senior manager of national security policy and member of the global public sector policy team at TechAmerica. He was a staff assistant on the House Armed Services Committee. He also was a staff assistant for Sen. Tom Coburn, R-Okla.

Debra Facktor Lepore has been hired as vice president and general manager of Washington operations for the Ball Aerospace & Technologies Corp. Lepore is president of the aerospace consulting firm DFL Space. She also was a professor at the Stevens Institute of Technology in New Jersey. She worked as director of strategic programs for the Systems Engineering Research Center. She also has served as president of AirLaunch. She was vice president of business development and strategic planning for the Kistler Aerospace Corp. She was chief of Moscow operations for ANSER’s center for international aerospace cooperation.

John Shanahan has been hired as vice president for legislative affairs of the National Association of Chemical Distributors. He was senior director for government affairs at the Grocery Manufacturers Association. He also has served as principal at JCStrategies. He was senior counsel to the Senate Environment and Public Works Committee. He was a policy analyst at The Heritage Foundation, a conservative-leaning think tank.
