Lawrence T. Liu has been promoted to staff director on the Congressional-Executive Commission on China. Liu was deputy staff director for Sen. Sherrod Brown, D-Ohio. He has also worked as a senior counsel for the Commission. He has also worked as a corporate attorney at Sullivan & Cromwell. He also served as a Fulbright fellow in Taiwan. He was a reporter for Taiwan News.

Orlando Carvalho has been appointed executive vice president of the aeronautics business at Lockheed Martin Corp. He was the leader of Lockheed’s mission systems and sensors. He was also vice president and general manager of the F-35 program. He was also deputy of the F-35 program.

Lorraine Martin has been appointed vice president and general manager of the F-35 Lightning II program. She has also been elected to a corporate officer. She was vice president and deputy of the F-35 program.

Stephens was the CEO of Savi Technology, a defense technology company. He has worked as vice president of business development-government solutions at Lucent Technologies. He has also worked as president and chief operating officer of SIGCOM Inc., an emergency communications technology company.

Todd L. Cranford has been hired as director of government relations at Certified Financial Board of Standards, Inc. Cranford was of counsel at law and lobbying firm Patton Boggs. He has worked as senior counsel for the Democratic staff of the House Financial Services Committee. He has also worked as senior counsel at the Securities and Exchange Commission’s enforcement division.

Gail B. Reisman has been hired as director of marketing at Certified Financial Board of Standards, Inc. Reisman was vice president of advertising at Brand USA. She has worked as senior director for national advertising and senior director for loyalty marketing at Amtrak. She has also worked as a manager at Philip Morris USA.

Kevin B. Lawrence has joined the post-grant patent proceedings practice group at Oblon, Spivak, McClelland, Maier & Neustadt as a partner. Lawrence was a partner in the intellectual property practice group at Stoel Rives. He has also worked as a partner at Workman, Nydegger & Seeley.

Bruce Manheim has joined the regulatory and government affairs department at law and lobbying firm WilmerHale as a partner. Manheim was a partner in the life sciences group at law and lobbying firm Ropes & Gray. He has also worked as a senior attorney-scientist at the Environmental Defense Fund.

Mark Gitenstein has been hired at law and lobbying firm Mayer Brown as special counsel in the government and global trade practice. Gitenstein was the U.S. ambassador to Romania. He has worked as a partner at Mayer Brown. He has also worked as a non-resident senior fellow in governance studies at the Brookings Institution, a liberal-leaning think tank.

Rhonda Pointon has been hired as vice president of regulatory affairs and training and support at The National Association of Development Companies. She was a senior vice president of Congressional Bank. She has also worked as a senior leader at the Business Finance Group.
